Ki Tavo: Torah Rocks

One of the first commands given to the nation to observe after crossing the Jordan is the writing of the Torah on a set of stones amidst a ceremony of blessings and curses.  What role did these rocks serve? What message was Hashem transmitting to the nation regarding their move into Israel and their relationship to both Torah and Hashem?
